Major contributors, upon failure of the organisation to implement their policy priorities, have withdrawn or threatened withdrawal, leaving extensive programmes without financial support, or forcing restrictions on their scope.
It may not be useful or desirable to disturb the balance of individual States' interests currently achieved under the Antarctic Treaty. The reciprocal commitments based on political expediency, which hold together parties as radically opposed as the claimant States and those who totally reject their claims, are powerful indeed. At their centre are the Consultative Parties, each of whom currently enjoys the protection of what is today a rare device: the power of veto. As with splitting the atom, the problem may well be that of controlling any reaction that would follow interference with the forces which maintain the current balance.
